The Canadian Institute for Health Information (CIHI) is developing a pan-Canadian Health Data Content Framework (pCHDCF) to lay the foundation that will enable interoperability across health systems. The Framework, supported by and aligned with jurisdictional projects, will establish the data standards, business glossary, data models (business context, information, conceptual and logical) and other metadata.

The pan-Canadian Core FHIR Profile Set (CA Core+) will provide FHIR profiles based on the business, conceptual, and logical models in the pCHDCF. This includes data exchange formats common across domains, as well as domain-specific data exchange.

As the pCHDCF is still undergoing collaborative development, content in this early draft of the CA Core+ is expected to evolve.

Interoperability enables information to flow seamlessly between different solutions and devices. When different parts of the health system are interoperable with each other, they can “speak the same language.” Interoperability improves continuity of care, collaboration between health providers and patient access to their health information. By breaking down data silos, it also reduces inefficiencies and redundancies within the health system.

The pan-Canadian Core FHIR Profile Set (CA Core+) is based on the HL7 FHIR (Fast Healthcare Interoperability Resources) standards. It is the expression of constraints in the pan-Canadian Health Data Content Framework (p-CHDCFpCHDCF) in the form of FHIR profiles. The CA Core+ specifications will include a core set of common data exchange profiles, extensions, and value sets as well as domain-specific profiles that offer constraints that are applicable under certain contexts (e.g., patient summary, long term care).
